Экономическое измерение экосистемных услуг лесов: состояние вопроса и перспектива для России

Abstract

В статье дается очерк текущего состояния проблемы экономического измерения экосистемных услуг лесов. Вопрос использования недревесных полезностей лесов активно обсуждается в академической литературе в последние 25 лет, но говорить о высокой степени зрелости полученных результатов пока рано. Тем не менее систематизация исследований по данной тематике показала, что даже в случае внедрения механизмов вовлечения известных оценок стоимости экосистемных услуг в хозяйственный оборот фактическая экономическая ценность лесов может возрасти на порядки. Практическая реализация данного перехода требует как минимум существенного уточнения научных представлений о действительной экосистемной полезности тех или иных услуг лесов и сокращения мер неопределенности их оценок. С учетом масштаба российских лесов создание инструментов адекватной оценки и учета их экосистемных услуг в хозяйственной практике может радикально изменить характер лесопользования и решить многие проблемы лесной отрасли в стране. Необходимо стимулировать развитие исследований в области экономической оценки экосистемных услуг лесов в рамках широкой международной кооперации

The article sketches the current state of the problem of economic measurement of forest ecosystem services. The issue of utilization of non-timber forest benefits has been actively discussed in academic literature for the last 25 years, but it is still too early to speak about a high degree of maturity of the results obtained. Nevertheless, the systematization of research on this topic has shown that even in the case of implementing mechanisms for involving known estimates of the value of ecosystem services in economic turnover, the actual economic value of forests can increase by orders of magnitude. Practical realization of this transition requires, at a minimum, a significant clarification of scientific ideas about the actual ecosystem utility of certain forest services and a reduction in the uncertainty of their estimates. Given the scale of Russian forests, the creation of tools for adequate assessment and consideration of their ecosystem services in economic practice can radically change the nature of forest use and solve many problems of the forest industry in the country. It is necessary to stimulate the development of research in the field of economic valuation of forest ecosystem services within the framework of broad international cooperation
