Strategies of Developing a Risk Map in Space and Time Axes in the Regional Labor Markets

Abstract

Most regional labor markets are distinguished by a structural imbalance between supply and demand, weak labor mobility of the employed population, high unemployment among young people, low-quality HR that don’t meet economic needs. Available methodological approaches can’t detect risky situations, assess risk hazard and offer common management solutions to reduce the probability of risk occurrence. The purpose of the article is to develop strategies for developing a risk map in space and time axes in the regional labor markets. Based on the methods of content analysis of scientific publications, multifactor assessment of risky situations in labor markets, we suggested risk identification performances. Using a comparative analysis and statistical grouping for a short-term period, we classified municipal entities by levels and types of risky situations. Owing to an expert survey for a long-term period, we classified risky situations, assessed risk hazards from the perspective of the scope of the investment project, its importance for the constituent entity, the stage of implementation and quantitative and qualitative change in employment pattern in the labor market. Using the methodology of developing a risk map in space and time axes in regional labor markets will help to identify risky situations, determine the causes of tension, the hazard of risks and suggest possible management solutions to reduce the hazard and probability of risk occurrence in the long term
