    Abstract:
    Any urbanized territory is a multicomponent system. The current tendency of management and planning of urbanized territories is aimed at finding a solution for a multidimensional multicriteria problem with a complex system of constraints and, sometimes, not deterministic (the existence of a multivariate choice of path and various kinds of risks). As any economic task, the urbanized territory can be considered as a place of various interests’ conflict:  various levels of power, from the federal level to the local government;  businesses located in a given territory, trying to maximize its profit, sometimes due to environmental costs saving;  residents living here, protecting their interests for a quality and comfortable life. In this case, we will proceed from the fact that for the balanced development of urbanized territories the interests of its inhabitants should be paramount. Residential attractiveness is connected with the territory’s comfort, which is determined by a variety of economic, social, environmental and climatic factors. The urbanized territoriesrating, based on the dynamic changes in these factors is specified in the research paper.
