Формирование модели научно-технологической и инновационной политики в субъекте Российской Федерации

Abstract

Переход передовых экономик к VI технологическому укладу, затянувшаяся череда глобальных политических и экономических кризисов, вызвавших беспрецедентное санкционное давление на Россию и ограничение ее к импорту высоких технологий, в очередной раз обозначили высокую актуальность научно- технологического и инновационного развития страны. В серии поручений Президента Российской Федерации задан региональный вектор научно-технологического и инновационного развития России, что, в свою очередь, поднимает вопрос о реализации в субъектах Российской Федерации региональной научно- технологической и инновационной политики. В связи с чем целью исследования является формирование модели региональной научно- технологической и инновационной политики, позволяющей региону включиться в полноценную реализацию задач, поставленных на федеральном уровне. Работа основана на применении системного, процессного и междисциплинарного подходов, предполагающих представление региональной научно-технологической и инновационной политики в качестве системы, а технологического трансфера в ней – в виде процесса. В исследовании использовались такие методы, как аналитический обзор, анализ и обработка информации, метод декомпозиции целей и задач, а также метод онтологического моделирования. Предложенная модель отражает основную цель региональной научно-технологической политики – консолидации усилий реализации федеральной научно-технологической и инновационной политики на территориях, учитывая их специфику и особенности, дополняя и усиливая их. При этом результатами реализации научно-технологической и инновационной политики должны стать измеримые показатели развития данной сферы в регионе, а эффектами – измеримые показатели социально- экономического развития региона. Модель обозначает необходимость создания базового блока нормативно-правового обеспечения научно- технологической и инновационной сферы субъекта Российской Федерации, а также профильного государственного органа исполнительной власти субъекта с блоком региональных институтов инновационного развития. Реализация региональной научно-технологической и инновационной политики по предложенной модели может способствовать централизации научно-технологической и инновационной политики страны для достижения задач технологического суверенитета

The transition of advanced economies to the VI technological way of life, the protracted series of global political and economic crises that caused unprecedented sanctions pressure on Russia and its restriction on the import of high technologies, once again indicated the high relevance of scientific, technological and innovative development of the country. In a series of instructions from the President of the Russian Federation, the regional vector of scientific, technological and innovative development of Russia is set, which in turn raises the question of the implementation of regional scientific, technological and innovation policy in the subjects of the Russian Federation. In this connection, the study purpose is to form a model of regional scientific, technological and innovation policy that allows the region to be involved in full implementation of the tasks set at the federal level. The work is based on the application of systemic, process and interdisciplinary approaches, involving the presentation of regional scientific, technological and innovation policy as a system, and technological transfer in it as a process. Such methods as analytical review, analysis and processing of information, the method of decomposition of goals and objectives, as well as the method of ontological modeling are used. The proposed model reflects the main goal of the regional science and technology policy – the consolidation of efforts to implement the federal science, technology and innovation policy in the territories, taking into account their specifics and features, complementing and strengthening them. At the same time, the results of the implementation of scientific, technological and innovation policy should be measurable indicators of abovementioned region sphere developmen and the effects should be measurable indicators of the socio-economic development of the region. The model indicates the need to create a basic block of regulatory support for the scientific, technological and innovative sphere of the subject of the Russian Federation, as well as a specialized state executive authority of the subject with a block of regional institutes of innovative development. The implementation of the regional scientific, technological and innovation policy according to the proposed model can contribute to the centralization of the country’s scientific, technological and innovation policy in order to achieve the technological sovereignty objectives
