Кадровый суверенитет Енисейской Сибири: проблемы и решения

Abstract

Статья посвящена ключевой проблеме экономики периода трансформации – снижению запаса человеческого капитала на фоне дефицита кадров при реализации крупных инвестиционных проектов и низкой инновационной активности реального сектора экономики. Исследование выполнено с позиции концепции человеческого развития. Представлены результаты анализа динамики запаса человеческого капитала по территориям макрорегиона Енисейская Сибирь на региональном и субрегиональном уровнях, рассчитанного на основе официальной статистической информации с использованием нелинейных индексных измерений, а также проанализированы значимые факторы формирования этой динамики, такие как демография, занятость населения, качество жизни с позиции самооценки инвестиционно-потенциальных групп населения, инновационная активность организаций реального сектора экономики. Определены горизонты и необходимые условия развития макрорегиона в текущем социально-экономическом контексте, в основе которых – инвестиционный подход к формированию человеческого капитала макрорегиона

The article is devoted to the key problem of the economy of the transformation period – the decrease in the stock of human capital against the background of a shortage of personnel in the implementation of large investment projects and low innovative activity of the real sector of the economy. The study was carried out from the standpoint of the concept of human development. The results of the analysis of the dynamics of the stock of human capital in the territories of the Yenisei Siberia macroregion at the regional and subregional levels, calculated on the basis of official statistical information using non-linear index measurements, are presented, as well as significant factors in the formation of this dynamics, such as demography, employment, quality of life from the standpoint of self-esteem investment-potential groups of the population, innovative activity of organizations in the real sector of the economy. The horizons and necessary conditions for the development of the macroregion in the current socio-economic context are determined, based on the investment approach to the formation of the human capital of the macroregion
